What are the implications of cases such as Citizens United and Hobby Lobby, for Constitutional law, public policy and American democracy? With a growing movement in the States and in Congress to advance a Constitutional amendment to reverse Citizens United and related decisions, what would a 28th Amendment say, how would it work, and what are its prospects?
